ARP: Election of new INPT members

The plenary of the House of Peoples’ Representatives (ARP), devoted to the renewal of the composition of the council of the National Authority for the Prevention of Torture (INPT ) (half of the members), started with more than two hours of delay, by secret ballot.
The renewal of the composition of the authority, composed of 16 members, concerns 4 categories (associations and organisations for the defence of human rights, experts in child protection, doctors and retired magistrates).
First Deputy Speaker of the House of Peoples’ Representatives, Samira Chaouachi, indicated at the beginning of the session that a second round is possible if the required number in each category is not reached.
“The National Institution for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment is a public authority founded in 2013. It is a legal entity with administrative and financial autonomy.
Chaired by Fethi Jarrey, the INPT is composed of 16 elected members representing different fields. Its main mission is to monitor arrest and detention centres to ensure that they are free from any form of torture and to verify the conditions of detention, ensuring that the application of sentences is in line with human rights standards.
In 2013, the National Constituent Assembly ( NCA) adopted the organic law n° 2013-43 of 21 October 2013, related to the National Authority for the Prevention of Torture.
Article 7 of this organic law stipulates that ‘the plenary session of the ARP in charge of the legislative power shall choose the members of the authority from among the candidacies submitted to the specialised committee within the aforementioned parliament in accordance with defined modalities and procedures.
