Bills passed by parliament with delay due to lack of quorum

The organic law approving the agreement in the field of international road transport of persons and goods signed by Tunisia and Italy on February 9, 2017 was finally adopted at the a plenary session held Tuesday at the House of People’s Representatives (HPR), after being rejected, in the afternoon, due to the lack of quorum in the vote.

According to the explanatory memorandum, the law aims to develop trade relations between Tunisia and Italy and to facilitate the international road transport of people and goods between the two countries.

It authorizes the transport vehicles of each of the contracting parties to enter and transit the territory of the other party.

Secretary of State to the Minister of Transport Sarra Rejeb said this agreement is an extension of an earlier agreement signed since 1990, to include the transport of people besides the transport of goods.

She also specified that 34 similar agreements have been signed with Arab, African and European countries, in addition to the agreement concluded within the framework of the Arab Maghreb Union, in the field of road transport of persons and goods.

The HPR also adopted the draft organic law approving Tunisia’s accession to the Protocol amending the European Agreement on the International Carriage of Dangerous Goods by Road, with 110 votes in favour and 13 abstentions.

The discussion of the law was also delayed by more than an hour due to the lack of a quorum.
