Carthage Document 2 to be inked next Friday ( Panel of Experts)

Carthage Document 2 is finalised and will be signed Friday, said representative of the Free Patriotic Union (UPL) at the Commission of Signatories’ Panel of Experts Nabil SabA�.

“This document will be submitted later to the Commission of Presidents (presidents of signatory parties and organisations) for adoption,” SabA� Wednesday told TAP.

The majority of members of the Panel of Experts who met Tuesday made concessions on a number of points in relation to economic and social issues, he said.

“The implementation of these items takes four to five years, while the mandate of the government ends in twenty months,” he further said.

The Panel of Experts managed to reach a compromise on the contentious issue of government restructuring.

“The Technical Commission stated its position on all bones of contention,” said economic expert and representative of Ennahdha at the commission Ridha Chkandli.

Ambiguous points were removed, including the signing of agreements between the government and the Tunisian General Labour Union, the overhaul of the education system and civil service revamp.

The Carthage Document Panel of Experts finalised on May 5 a 100-item document that covers the political, economic and social aspects, said Commission member Noureddine Arbaoui.

“Once adopted, this document is expected to define the action plan of the government, either under its current line-up or after the reshuffle,” he said.

There is much to do till contentious items are addressed by the Commission of Presidents, Arbaoui highlighted.

95% of items, particularly in relation to economic and social issues, were endorsed, he added.

Constitutional bodies, the constitutional court and the election law are among the pivotal points addressed by the document, while government restructuring, in particular, was referred to the Commission of Presidents, Arbaoui said.

Carthage Document signatories, meeting last March 3 under the chairmanship of President of the Republic Beji CaA�d Essebsi, agreed to set up a commission tasked with defining the priorities of the national economy and putting forward relevant proposals.

The commission is made up of two representatives from each signatory party and organisation.
