Civil society organisations call on HPR to adopt Local Government Code before November 17

Several civil society organisations urged the House of Peoples’ Representatives (HPR) to adopt the Local Government Code before November 17 so as to implement Chapter 7 of the Constitution before holding the December 17 municipal elections.

These organisations are: Kolna Tounes, Al Bawsala, ATIDE and the Tunisian Local Governance Association.

President of Kolna Tounes association Moez Attia stressed at a press conference Tuesday in Tunis the importance of the Local Government Code in organising the activities of local communities.

He said the adoption of the code will help implement Chapter 7 of the Constitution and start the decentralisation process in Tunisia.

Speaking, Al Bawsala President Chaima Bouhlel considered holding the municipal elections in accordance with the 1975 organic law on municipalities will give way to fictitious elections.

The latter will bring about municipal councils that will not be financially and administratively independent and will be under the tutelage of the governor and central authority with zero change of the current situation, she added.

She also said that the non-adoption of the draft law on Local Government Code submitted to the HPR will have a negative impact on the turnout in the municipal elections.

These organisations also proposed a timetable and an action plan for the consultation on the draft law on Local communities and its adoption without undue delay.

They further called on speaker of the HPR to hold an extraordinary parliamentary session as soon as possible to fill the vacancies at the Independent High Authority for Elections (ISIE).
