FTDES recommends Parliament give a mandate to government regarding DCFTA negotiations

The Tunisian Forum for Economic and Social Rights (FTDES) recommends to the Parliament to give a mandate to the government in order to set negotiating priorities and to determine what Tunisia wants to obtain, through the Deep and Comprehensive Free Trade Agreement (DCFTA) with the European Union (EU).

The FTDES stressed in a statement published Tuesday that the national context combined with the asymmetrical nature of international relations in general and the lack of coordination between southern countries (Maghreb in particular), considerably reduce the bargaining power of Tunisia, since countries of the South do not have a common front.

Tunisia stands out as the only democratic country in the Arab world; starting negotiations that engage its future without a parliamentary mandate is not credible.

It added, in this context, that from this mandate, the recently convened FTDES Committee recommends that a memorandum be prepared with specific objectives for the negotiating team, as was the case in previous negotiations.

The committee’s recommendations, furthermore, stress that “the national and international context is unfavorable to the DCFTA talks.

The Tunisian economy is very fragile, the state is almost out of payment with soaring debt and deficit.

The committee rejects the DCFTA in its present form. “First, it poses a threat to Tunisia’s economy, particularly the services and agriculture sectors, and in the latter the consequences could be catastrophic, ruining the small farmers who make up the majority of Tunisian farmers, causing a high rural exodus, “reads the statement.

The committee also criticised the absence of the issue of mobility in the draft DCFTA, saying that partnership cannot be fair if people’s mobility is not assured.

Finally, the committee argued that the treaty violates the right of peoples to self-determination, because the DCFTA is presented by the European Union as an offer that cannot be refused.
