Government to Launch Medium-Scale Mining Scheme in Ghana

Accra: The government of Ghana is set to introduce a medium-scale mining scheme as part of efforts to formalize the small-scale mining sector and ensure responsible use of mining equipment. Mr Yussif Sulemana, Deputy Minister of Lands and Natural Resources, announced the initiative as part of a new policy direction aimed at regulating the industry and providing a clear pathway from small-scale to large-scale mining.

According to Ghana News Agency, Mr Sulemana highlighted the absence of a medium-scale mining category in Ghana, noting that small-scale miners are currently using heavy equipment they are not supposed to utilize. He emphasized the need for proper regulation, stating, "We need to call a spade a spade." The announcement was made during his keynote address at the 11th West and Central Africa Mining Summit in Accra, which gathered industry players to discuss sustainable mining strategies in the subregion.

The new scheme will categorize operators more effectively, confining artisanal miners to rudimentary tools, allowing medium-scale miners to use heavy equipment under strict regulations, and maintaining existing frameworks for large-scale operations. Mr Sulemana mentioned that a budget had been submitted to the Ministry of Finance to support the scheme's rollout during President John Mahama's administration.

Discussing the potential need for a state of emergency, Mr Sulemana explained it would be a last resort, emphasizing that the government had now implemented policies, security structures, and legal frameworks to address the issues. He stated that while a state of emergency is not currently necessary, it remains an option if circumstances worsen.

Madam Maggie Tan, CEO of Magenta Global, the summit's organizers, highlighted the importance of formalizing artisanal and small-scale mining (ASM) in the region. She noted that Ghana's move towards creating a structured pathway through initiatives like the medium-scale mining scheme is crucial for ensuring the sector generates revenue responsibly and benefits local communities.
