IVD: Public hearings Friday on Siliana buckshot events

Buckshot events in Siliana will be at the heart of the public hearings which the Truth and Dignity Commission (French: IVD) will hold on Friday.

IVD President Sihem Ben Sedrine Thursday told a news conference the authority received a collective dossier on behalf of the region as well as individual files of victims.

The number of individual files stands at 24, including sixteen arbitration and reconciliation files and eight in connection to accountability, she indicated.

The testimony of former interior minister Ali Laarayedh, who was heard by the authority, will be aired Friday. A journalist victim of these events and other people who were present on November 27, 2012, will give testimony.

Public hearings will be aired live on Friday evening on Wataniya 1 channel, the national radio station and private tv channels and radio stations.

Siliana entrusted the Commission with the file of a stricken region. The multi-faceted marginalisation of the governorate was taken into account, Ben Sedrine indicated.

IVD dispatched an investigation unit to Siliana to carry out a ballistics test and listen to victims, their families and political actors at that time, she said.

“We spoke to victims who lodged complaints with the IVD and even with those who abstained; we also sought in vain to establish contact with trade union and police officials.”

Failure of judicial authorities and the military justice to collaborate did not prevent the authority from gaining access to some files and uncovering a part of the truth, Ben Sedrine also said.

The head of the Truth and Dignity Commission leveled criticism at police handling of protests in the region and said prohibited ammunition was used.

Members of the Commission reminded of articles of the law on transitional justice that give the authority the right to access information.

The refusal of some union and police officials to testify and the public prosecutor declining to collaborate is a breach of the law and the Constitution, Ben Sedrine highlighted.

The public prosecutor at the Directorate of Military Justice said last August 24 the public hearings on Siliana events which IVD seeks to organise constitute “a violation of the principle of investigation secrecy and infringe on the rights of everyone concerned.”

Ben Sedrine said the commission took the necessary time to investigate the incident and will table proposals to improve the living conditions in the region and address the marginalisation the region has been enduring for decades now.
