Legislative elections: new campaign financing rules

The Independent High Authority for Elections (French: ISIE) Saturday issued Decision n°30/2022 which amends the one of 2014 on funding the election campaign.

The new decision supersedes several articles in the former text while taking into account amendments to the election law under Decree no. 55 promulgated last September.

The election body’s decision prohibits political parties from funding the campaign of their candidates in legislative and presidential elections. Disguised financing is also forbidden along with foreign or unknown funding or financing generated by money laundering.

Provisions maintained include the mandatory opening of a single bank or post office account and the appointment of a financial manager for the campaign. This in addition to entrusting the Audit Court with the mission of notifying those who failed to open a bank account or whose funding is in excess of the ceiling of the withdrawal of candidacies

There is also provision for prison sentences of up to five years in the new decision for lists, candidates or parties which infringe campaign financing rules.
