Municipal elections 2018: ATIDE reports decline in ISIE’s performance, violation of electoral silence

The Tunisian Association for Integrity and Democracy of Elections “ATIDE”, on Thursday, reported the decline in the performance of the Independent High Authority for the Elections (ISIE) in comparison with the 2011 and 2014 elections.

Deployed on May 6, 2018 in 72 constituencies, the 1,700 observers mobilised by ATIDE reported several offences committed by the ISIE and members of the polling centres and stations on the one hand and representatives of candidate lists, on the other hand, President of the Association Leila Cheraibi said at a press conference.

She also noted the lack of material preparation on polling day and the violation of the electoral silence, which she said was reflected in the distribution of memo notes, the use of children in electoral campaigns, sending SMS to registered voters, public transport of citizens to polling stations and influence of the voters around polling stations.

The Independent High Authority for the Elections (ISIE) did not take into account the high number of violations reported by ATIDE and submitted only 121 offences to courts, she regretted.

Bassem Maatar, a member of ATIDE said the Association has notified the ISIE and its regional sections of several violations committed by partisan and coalition lists, but they have not shouldered their responsibility of control, repression and sanction.

Whenever it identifies an offence, the ISIE should have imposed a sanction on the tortious list according to the nature of the offence, he said.

“Electoral crimes should be brought to justice,” he added.

At the press conference, Abdelhaq Soltani, a member of the Association estimated that 55% of the violations identified by ATIDE are related to the performance of members of the polling centres and stations, the ISIE and its regional sections, while 45% is attributed to other actors directly linked to the electoral operation.
