Municipal elections 2018: some 120 serious electoral offences submitted to Prosecutor’s Office, says Anouar Belhassen

Some 120 serious electoral offences have been submitted to the Prosecutor’s Office, Anouar Belhassan, a member of the Independent High Authority for the Elections (ISIE) said on Wednesday.

“These offences are criminal in nature and may affect the outcome of the vote,” he told reporters.

They are punishable by fines or even prison sentences depending on their seriousness, he added, citing in this connection the use of public resources for electoral purposes, the purchase of voter consciousness and the violation of electoral silence.

“Offences that are unlikely to affect voting results are in the hundreds,” he said.

These include the display of data and posters in spaces not dedicated to this purpose or the organisation of activities in the context of the electoral campaign without prior notification to the regional authority, he indicated.

Belhassan also said the ISIE Board is reviewing 4 reports that will be followed by the announcement of the preliminary election results.

The first report deals with the results and the distribution of seats, constituency by constituency and list by list, while the second report takes stock of the various cases of irregularities and electoral offences submitted to the public prosecutor and examines the consequences that could have on the results and the distribution of seats.

As for the third report, it deals with the audiovisual media and their influence on the electoral campaign, in collaboration with the High Authority for Independent Audiovisual Communication (HAICA), while the fourth report concerns the print and electronic media and their influence on the election campaign.

Belhassen said the ISIE board has received all reports from the ISIE regional sections on the municipal election campaign, the electoral offences and the electoral silence.

These reports will be analysed in their entirety before announcing the preliminary results, he pointed out.
