Municipal polls 2018-Media coverage: HAICA has not imposed restrictions on media (Lajmi)

President of the Independent High Authority for Audiovisual Communication (HAICA) Nouri Lajmi said Wednesday the authority has not imposed restrictions on the media, demanding compliance with the criteria of coverage during the election campaign.

HAICA merely applied the legal framework relating to it, namely Decree Law No. 116 and the joint decision signed between HAICA and the Independent High Authority for Elections (ISIE).

Nouri Lajmi was reacting to criticism against the regulator about what to do during the election campaign for municipal elections in the audiovisual media.

At a press conference held on Wednesday to present the preliminary results of the monitoring of the municipal elections of 2018, the President of HAICA considered that the regulator was committed to applying international standards and to implement the principle of equity between lists whether they are independent, partisan or coalition.

Focusing on the role of the media in the achievement of the democratic process, Nouri Lajmi noted the importance of giving voice to all political sensitivities and allowing them to introduce their electoral programmes.

He stressed the need to respect the principle of balance of information in the media and self-regulation.

In February 2018, HAICA and ISIE issued a joint decision with 34 articles setting out the rules and procedures of the municipal and local election campaign in the audiovisual media.

It provides for penalties ranging from 3 to 50 thousand dinars in case of non-compliance with these rules.
