National Federation of Digital-BCT: need to strengthen digitisation in banking sector

Representatives of the National Federation of Digital stemming frpm the Tunisian Confederation of Industry, Trade and Handicrafts (UTICA) stressed the need to strengthen digitisation in the banking sector, in order to materialise the action plan of the project “Decashing”, at a meeting held with Governor of the Central Bank of Tunisia (BCT) Marouane El Abassi, at the Bank’s headquarters.

According to a statement issued Monday by the Central Bank, They considered, at this meeting held on April 13, 2018, that “the encouragement of electronic payment inevitably passes, through tax measures and strengthening of collaboration with all stakeholders in this field. They also expressed their “impatience” with the publication of the implementing texts of the “Startup Act”, particularly in the area of foreign exchange “.

More flexibility of foreign exchange regulations concerning their international activities is also one of the demands of professionals in the sector.

For his part, the BCT Governor said that the issuing institution “will continue to deploy means to promote the development of digital banking, especially in the area of payment; being convinced of the need to change the “Business Model” in this area. It remains, however, alert and awake to certain dangers.

Regarding the mastery of new information and communication technologies, the Governor affirmed that the organisation by the BCT during the first half of May 2018, in collaboration with “Paris Europlace” of “Africa Blockchain Summit”, is a strong signal of the commitment of the Issuing Institute in this way.

He added that the recent creation by the BCT of a laboratory dedicated to the “Blockchain” is an opportunity to develop a shared knowledge with the ecosystem to master new technologies.

He also promised to involve ICT professionals in the development of regulatory texts affecting their activities.

In turn, UTICA said that “the meeting between the governor of the BCT and the Federation of digital focused on important topics concerning the development of digital in the Tunisian financial and banking sector, including decashing by globalisation and the zero-rating of electronic payments and the mobile payment, the implementation of the prerogatives of the new Startup Act for international financial transactions, openbanking and the implementation of standards and guidelines DSP2 (European directive on payment services 2nd version), foreign currency bids for Public Tenders and the BCT Blockchain Plan “.
