NGOs call for adoption of code on local authorities before start of the municipal campaign

Four organisations, on Thursday, called for the adoption of the draft code on local authorities before April 14, the date of the start of the election campaign for the next municipal polls.

“The draft code on local authorities must be adopted before April 14, 2018, date of the start of the electoral campaign for the next municipal elections,” they said in a joint statement.

The Association “Al-Bawsala”, the Tunisian Association for Integrity and Democracy of Elections (ATIDE), the association “Kolouna Tounes” and the Tunisian Association of Local Governance, which signed this declaration, considered it essential to protect the process of adoption of the code on local authorities against any maneuver that may empty it of its content and more particularly the compromise committee which, according to them, “has no legal status”.

“Although the draft code on local authorities has undergone several amendments during the debates of the Committee on the Organisation of Administration and Affairs of Armed Forces, some articles are contradictory to constitutional principles such as free management, “they pointed out.

The signatories of the declaration also warned against any attempt by the central power to interfere in local communities or undermine their administrative autonomy.

The House of People’s Representatives (HPR), on Thursday, began the plenary discussion of the draft code on local authorities.

The draft code on local authorities contains more than 350 articles. Its consideration in plenary comes in anticipation of the municipal elections scheduled for May 6, 2018.

It was adopted by by the committee on the organisation of the Administration and Affairs of the Armed Forces on February 23, after more than five months of work.

Some 400 proposals for addition and amendment of the draft code have been identified until March 15, 2018, the date of the closing of the submission of proposals.
