Official launch of e-people platform, new channel of electronic communication between citizen and administration

The e-people platform was officially launched on Friday in Tunis. The announcement was made at a ceremony held this morning by the Prime Ministry and the Korea International Cooperation Agency (KOICA).

The e-people is a multi-channel citizen participation system (Mobile, web, face to face, telephone …) offering online services adapted to citizens. This system allows the citizen to file a request, ask for information, submit a suggestion, launch an alert, denounce an act of corruption or participate in discussion forums, reads in a presentation document explaining how the system works. It is part of the Tunisian-South Korean cooperation between the Prime Minisrtry, through the central office of relations with the citizen (BCRC), and KOICA.

In a statement to media, Hedi Mekni, Secretary-General of the government, said it is a system that embodies the principles of good governance through its different functionalities. According to him, this system is a tool for promoting the participatory approach. Ten citizen relations offices are involved in this system.

“This large-scale national project reflects the will of the government and its determination to involve the citizen in his war against corruption,” he said.

Administrations are now working as part an open government (Opengov) which is called upon to answer all requests for clarification of citizens, he adds. According to him, this system aims to restore confidence between the citizen and the administration and to reinforce the feeling of citizenship.

“For this reason and for this system to be more effective, the administration must undertake to respond in a short time to the requests of citizens in accordance with the law of free access to information”, he said. With the launch of this system, the Tunisian administration is opening a new channel of communication with the citizen, he concluded.

According to Faiza Limam, head of the central office of the relations with the citizen to the Prime Ministry, the project also planned the creation of an electronic training centre which offers very advanced digital training programmes and a support centre specifically dedicated to the e-people Tunisia system. The centre is equipped with computer telephone coupling (CTI) tools and provides a high-level help desk. Employees have already been trained and others have been recruited to ensure better service through this platform, she added.

Access to this platform is available at www.e-people.gov.tn. You have to create an account, file the application and wait for the notification of automatic reception. The request will then be processed by the competent authorities and the citizen will be able to consult at any time his progress. Once the request is processed, the citizen would receive a response notification. This response is usually sent within the deadlines set in accordance with the regulations in force.
