Parliament passes Organic Law on Code of Local Authorities

– The House of People’s Representatives (HPR) passed at a plenary session Thursday evening the Organic Law on the Code on Local Authorities. 147 voted for the law, 10 abstained and no one voted against it.

The draft organic law was adopted after the addition of 10 articles proposed by the initiator of the bill, namely the Ministry of Environment and Local Affairs and two articles proposed by MPs.

Several other proposed articles were withdrawn or rejected after being put to the vote.

Speaking after the adoption of the code on local authorities, HPR Speaker Mohamed Ennaceur expressed his pride at this historic achievement in the country’s interest.”

“We have met a big challenge just a few days before the municipal elections, which allows us to have a solid legal framework,” he stressed, pointing out that the code will have to implement the provisions of Chapter VII of the Constitution on local power.

For his part, Minister of Environment and Local Affairs, Riadh Mouakher said the adoption of the Code on Local Authorities is the beginning of a whole process.

Decentralisation is not just a technical legal concept but a global political project that may encounter difficulties, he pointed out.

To ensure its success, the state must give it priority in its policy and during the annual budget discussion.
