Tunis: Prime Minister Sarra Zaafrani Zenzri has announced a series of legislative reforms and initiatives aimed at bolstering the cultural sector and supporting the digital cultural economy in 2026. She emphasized the government's commitment to promoting comprehensive development through these measures during a presentation of the Government's Declaration at the Parliament in a joint plenary session. This session included members of the National Council of Regions and Districts (CNRD) and was dedicated to reviewing the draft Finance Bill, the State Budget, and the draft Economic Budget for 2026.
According to Agence Tunis Afrique Presse, the Prime Minister highlighted the government's focus on implementing structural reforms to protect national heritage and ensure the sustainability of cultural infrastructure. These efforts follow the achievements of 2025, which were directed towards safeguarding and promoting national heritage and enhancing Tunisia's cultural influence. The planned reforms include revising the Heritage Protection Code and updating legislation to cover both tangible and intangible heritage. The government will also prioritize investment in cultural and creative industries, providing support for emerging artistic projects and revisiting the regulatory framework for copyright and related rights.
Zaafrani Zenzri stressed the need to promote community-based cultural initiatives that reach vulnerable groups by utilizing mobile and pilot libraries and cultural programs in various facilities, including rehabilitation centers and rural schools. The goal is to ensure equal access to culture for all citizens, thereby strengthening social inclusion.
An essential element of the 2026 agenda is the development of the digital cultural economy. This involves supporting the digital transformation of cultural institutions and launching an interactive online platform dedicated to culture. The platform is envisioned as a space for promoting artistic and creative products both nationally and internationally.
Furthermore, the Prime Minister announced plans to strengthen the Tunis International Center for the Digital Cultural Economy (TICDCE). As a think tank and implementation hub, the center will facilitate digital projects and be equipped with resources to enhance cultural development across local and regional levels.
