Progress of local police project: example of Sidi Ali Ben Aoun National Guard Post

The post of the National Guard of Sidi Ali Ben Aoun (Sidi Bouzid) has been refitted, in accordance with international standards said delegate of Sidi Ali Ben Aoun and President of the Local Security Council, Abdelmalek Abdallah.

Launched in 2011, the implementation of this project is part of the reform and improvement of the security sector with the support of United Nations Development Programme (UNDP). It aims to improve the delivery of security services and bring them closer to the population. It is in this context that the post of the National Guard of Sidi Ali Ben Aoun was chosen as a model of community policing.

Besides, the creation of a local security council composed of the administrative authorities and representatives of the internal security forces and civil society. The goal is to create a secure living space and circumscribe crime.

In accordance with international standards, Abdelmalek Abdallah told TAP correspondent in the region, the Sidi Ali Ben Aoun substation was refitted on the basis of an architectural design that totally distinguishes between administrative services and police judicial services.

The building provides citizens with a waiting room to welcome them in the best conditions. It is equipped with new IT, logistics and office equipment. It provides in-service training to agents to enable them to acquire the necessary skills in order to improve service delivery and adopt behaviours that comply with the community policing approach.

According to the delegate of Sidi Ali Ben Aoun, this project aims to strengthen trust between the citizen and the security forces, the consecration of the State of law and respect for human rights.

“The establishment of a local police does not mean the creation of a new security corps, he said, but the change of the approach in the relations with the citizen”. A more open relation with the citizen based on a participatory approach and preventive action, he underlined.

Regarding the Local Security Council, created in 2016, the delegate said he favours the principle of partnership and consultation between all local actors (security structures, administrative authorities and civil society). It is a place to take stock of the local security situation, prevent crime, identify priorities and devise action plans while monitoring and ensuring their implementation.

The security sector reform project in Tunisia has since its launching led to the establishment of 10 pilot stations and the creation of 8 local security councils which meet periodically.

The project also includes the implementation of a computer system for the management of pilot station activities and support for decision-making, as well as the development of a digital criminal mapping system. It also provides for the continuous training of more than 200 officers and the establishment of two community police training centres in the two training schools of the National Guard of Chebika and Carthage Byrsa. It also involves the development of a reception area for citizens at the Interior Ministry, in accordance with international standards, and the elaboration of a code of conduct.
