Public enterprises caused the State loss of 7 billion dinars between 2014 and 2016

Public enterprises have caused the State a loss of some 7 billion dinars between 2014 and 2016 and contributed to only 9.5% of the GDP in 2016, President of the Confederation of Tunisian Citizens Enterprises (CONECT) Tarek Cherif affirmed Thursday.

Speaking at conference-debate on Novelties, Challenges and Prospects of Tunisian Public Enterprises held Thursday in Tunis, Cherif indicated that the national community has contributed during this period to strengthening exploitation and investment in public enterprises to up to 11.609 billion dinars while the total payroll in these enterprises reached 11.240 billion dinars.

The current situation does not allow the State to support annual and repeated financial losses in public enterprises, he pointed out.

The State must withdraw or reduce its participation in national carrier Tunisair and the three public banks (STB, BH and BNA) so as to rehabilitate themselves by the private ones in addition to some sectors such as the food products subsidy sector, he added.

Taking the floor, Managing Partner in Ernst & Young Tunisia Noureddine Hajji presented a study on public enterprises’ performance in 2016.

According to him, five enterprises are causing an 89% fall in the earnings of public enterprises. These enterprises are the Chemical Group, Tunisie Telecome, El Fouledh Company, the Gafsa Phosphate Company and the Tunisian Company of Petroleum Activities.

This study that was conducted on 92 public enterprises, out of 212, revealed a decline in the State’s support to these enterprises, from 2.732 billion dinars in 2010 to 2.207 billion in 2016.

The study also revealed that the State must pour some 6.5 billion dinars in public enterprises in order to solve this issue and restore their activity to a reasonable level.

Director-General in charge of monitoring the productivity of public enterprises at the Prime Ministry Chokri Hassine explained, for his part, that the deterioration of the situation of public enterprises is caused by the fall of their cumulative net results from 1,176 MD in 2010 to 1,116 MD in 2016.

He further evoked the increase of the total payroll in these enterprises from 2580MD in 2010 to 4000 MD in 2016, highlighting the 80% increase during the same period in several enterprises such as the Chemical Group, the CPG, CNCC and CNAM.

The number of employees in public enterprises edged up from 94 thousand in 2010 to 190 thousand in 2016, he added.
