Rabat: Moroccan-Qatari Conference Urges for Optimal National Implementation of International Humanitarian Law

This implementation requires the popularization and completion of the draft legal instruments of this law, through a legislative adaptation of national laws to the provisions of these instruments, they said at this roundtable which has the theme “National implementation of international humanitarian law”.

Speaking on this occasion, president of the National Commission on International Humanitarian Law, Farida El Khamlichi, stressed that this body has been motivated to move forward in this process, thanks to the Constitution of 2011 which has established the primacy of international conventions adopted by Morocco.

She added that the Moroccan and Qatari commissions of international humanitarian law hope that this roundtable will be a laboratory of reflection on the method of integrating IHL on national plans and develop a roadmap for better national implementation of this law.

El Khamlichi noted that this debate and exchange of experiences are intended to define best practices and initiate a dynamic of acceleration and development of the mechanisms of action of the Moroccan and Qatari commissions, as well as strengthen their role in supporting the two countries to enable them to honor their commitments under the Geneva Conventions of 1949, their additional protocols and other instruments related to IHL.

For his part, chairman of the Qatari National Commission for International Humanitarian Law, Sultan Ben Abdallah Al-Souidi, noted that the Moroccan-Qatari cooperation in this area is framed by the Doha Memorandum, concluded between the two commissions in 2016, noting that the continuation of the annual holding of these conferences in Rabat and Doha is among the fruits of this partnership.

Ben Abdallah Al-Souidi noted that the main topic of this roundtable is of paramount importance, saying that the lines of reflection of this meeting have been carefully chosen by the two commissions to enable this academic meeting to achieve its objectives.

He noted that this meeting provides an opportunity to expose two different experiences specific to each country, the aim being to shed light on the mission of each national commission in terms of popularizing this right in society.
