Reform of public control system, condition for success in combating corruption and establishment of good governance

Participants in a workshop held Tuesday in Tunis on improving the control system for good governance stressed that the achievement of transitional justice, the success of combating corruption and establishment of good governance require a reform of public control system.

President of the Association of Control, Inspection and Audit Executives in Tunisian public structures, Adel Ghozzi called on the Prime Ministry to improve the control system and ensure its restructuring through the creation of a coordination structure between the various stakeholders in this area.

He indicated that the number of public controllers does not currently exceed 500 out of a total of 650 thousand civil servants. Given their limited number, control frameworks must focus on the dysfunctions observed in public management, gather reports and put in place the mechanisms of risk management, said Adel Ghozzi.

For his part, President of the National Anti-Corruption Authority (INLUCC), Chawki Tabib insisted on the need to establish a legal framework organising the control structures to guarantee their independence and means to help them fulfill their mission properly.

President of the Truth and Dignity Commission (French : IVD) Sihem Ben Sedrine said that under Article 43 of the organic law on the establishment of transitional justice and its organisation, the IVD is called to set up a commission called the Functional Review and Institutional Reform Committee, whose mission is to present practical proposals for the reform of the institutions involved in corruption and violations.

The IVD, she added, should include in its final report proposals on institutional reform in the administration, security, justice, media and culture fields.

The workshop is organised by the IVD with the support of INLUCC and in partnership with the Association of Control, Inspection and Audit Frameworks in Tunisian public structures and the support of Office of the High Commissioner for Human Rights (OHCHR) and the United Development Programme (UNDP). Participants included representatives of public control structures, inspection services in several ministries and control units in some public institutions.
