Tunisian Government suspends public service recruitment for 2019 (Government Circular)

The Tunisian government decided for the third consecutive year to freeze recruitment in the public service for the year 2019, with the exception of graduates of training schools.

According to a Prime Ministry’s Circular of April 14, 2018 concerning the preparation of the draft budget for the 2019 financial year, the Government decided not to fill vacancies in the civil service due to departures for retirement, normal or early, under the programme of voluntary departure of public officials or unplanned departures.

The circular also states that no account will be taken of the outstanding recruitment authorisations dating before 2018.

Among the other decisions, the redeployment of human resources between ministerial structures, public enterprises or between regions within the framework of the application of the Order number 1143 of the year 2016 concerning the conditions and measures of redeployment of the state officials, local authorities and public enterprises, of an administrative nature.

It was decided, in the same connection, to further rationalise the annual promotion programmes and their implementation during the financial year concerned, while subjecting them to the principles of competence and excellence.

The circular shows that the significant increase in the wage bill not in line with that of the gross domestic product (GDP) requires a gradual reduction in the share of GDP in the GDP at a rate not exceeding 12.5% in 2020, compared with 14,7% in 2017.

The circular specifies that the preparation of the state budget for the year 2019 is part of the major reforms that the government has undertaken to achieve the goals set to reduce the budget deficit and control the level of public indebtedness.

Pending the adoption of the draft organic budget law by the House of People’s Representatives (HPR) and the implementation of its new provisions under the best conditions, the circular encouraged all ministries to accelerate necessary steps to prepare and present their budgets for the fiscal year 2019 to the Ministry of Finance, using the management by objectives method.

All ministries are expected to submit their budgets plans for the period 2019/2021, said the circular.
