UTICA pledges to support efforts to establish suitable legal and societal framework for social and solidarity economy (Elloumi)

The Tunisian Confederation of Industry, Trade and Handicrafts (UTICA) pledges to support efforts to create a legal and societal framework adapted to the social and solidarity economy, stressed UTICA Vice-President Hichem Elloumi, adding that success of the social and solidarity economy is to consider the latter as a complementary tertiary sector of the two public and private sectors and not their competitor.

Elloumi stressed at the opening of the national conference on the theme “Social and solidarity economy: lever of development in Tunisia”, the imperative to establish conditions favourable to the success of this economic model, in order to avoid repeating the failed experiences of co-operatives and mutual societies created by force on horizontal decisions and infringing the right to property.

For his part, Tunisian Union of Agriculture and Fishery (UTAP) President Abdelmajid Ezzar pointed out that the social and solidarity economy is one of the best economic alternatives available to policy-makers and economic actors in the world.

“UTAP is keen to sensitize farmers and fishermen about the importance of working in cooperative companies and professional structures,” he said, adding that the social and solidarity economy will contribute to the resolution of the problems of social security for farmers and fishermen.

This conference, organised by the Ministry of Development, Investment and International Cooperation, as part of the implementation of the 2016-2020 five-year plan, in the presence of experts, specialists and presenting the results of the strategic study on social and solidarity economy, aims to draw up an inventory of the social and solidarity economy in Tunisia and to identify the difficulties that it faces.

The study made it possible to establish a national strategy and an action plan for the implementation of the social and solidarity economy and to promote its role as a pillar of development, a factor of economic and social integration and a tool for the creation of wealth especially since this sector currently accounts for only 1% of GDP and 0.6% of jobs created in Tunisia, while in other countries it represents 7% of GDP and 10% of jobs created.
