Sunon Asogli Power Plant Closes Over Unpaid $259 Million by ECG

Kpone: Sunon Asogli Power (Ghana) Limited has ceased operations at its 560 MW power plant in Kpone as of October 8, due to unpaid debts totaling US$259 million by the Electricity Company of Ghana (ECG). The shutdown follows ECG's failure to meet its financial obligations to the power provider, significantly impacting the operations of Sunon Asogli. According to Ghana News Agency, Mr. Qun Yang, the Chairman of Sunon Asogli Power, disclosed in a statement that ECG's outstanding payments have forced the power plant to halt its operations. He stated, "ECG owes Sunon Asogli a net receivable amount of $259 million as of the end of September 2024." The decision to shut down the plant was driven by financial strains attributed to ECG's delayed payments and broken promises regarding financial settlements. The report further details that the financial issues have been ongoing, with Sunon Asogli showing considerable leniency in the past. Unlike other independent power producers, Sunon Asogli has not charged ECG for ac crued idle capacity, which could have further increased the debt. From January 2024 to September 2024, the debt owed by ECG increased by 23 percent, yet only 22.6 percent of the invoices issued during this period were settled using the Cash Waterfall Mechanism. In a move to resolve the financial deadlock, Sunon Asogli has expressed hope that the Ministry of Finance will step in to facilitate a resolution, enabling them to resume operations swiftly. Previously, in December 2023, an intervention by the Ministry of Finance had averted a planned indefinite closure of the plant.
